DEED has provided our organization with the incentive to ensure that we reserve the time we need to get projects done.
APPA’s Demonstration of Energy & Efficiency Developments (DEED) program is for research and development in public power. As a member of DEED, you and your colleagues can:
- Apply for grants up to $125,000 per project to support early commercialization and technology demonstrations, analyses, and innovative research that aims to help you enhance efficiency, reduce costs, offer new services, or improve practices.
- Supplement your organization’s workforce through support for internships and educational scholarships in an array of energy careers. Receive up to $4,000 per intern and up to $2,000 per scholarship to support student lineworkers.
- Access the DEED Project Library to search through hundreds of research reports, analyses, and lessons from public power development projects.
- Get discounts on tools and products developed through DEED funding.
- Hear directly from project leads on DEED webinars, which are free to DEED members.
- Receive points toward your organization’s Smart Energy Provider and Reliable Public Power Provider applications.
- Network on R&D initiatives with other DEED members in a dedicated group on APPA Engage.
- Collaborate with APPA corporate members through the DEED Idea Exchange.
Who Can Join DEED?
DEED membership is an added option open to the following types of APPA members: public power utilities, state and regional public power associations, joint action agencies, and federal service contracts.

Public Power Utilities
All municipal, state, and other local, government-owned electric utilities in the U.S., its territories, and possessions are eligible for membership in this category.
All members in this category can access all DEED program membership benefits.
Dues
20.5% of your APPA regular membership dues, up to a maximum of $12,400. For utilities paying minimum dues to APPA, DEED membership is less than $300. Contact DEED@PublicPower.org or 202-467-2942 for your individualized dues quote.
Joint Action Agencies
All eligible members in this category can access all DEED program membership benefits. If an agency pays for its member utilities, then those member utilities can access all program benefits.
Dues

State and Regional Associations
Only the state or regional association joining DEED is eligible to utilize DEED benefits. The state or regional association cannot share DEED reports, publications, software, videos, or other DEED membership benefits with its members.

Federal Service Contracts
This category is for federal service contracts of power-related agencies of the United States government that are not owned by the Department of Energy. Only the federal service contract joining DEED may access all DEED benefits. The federal service contract cannot share DEED reports, publications, software, videos, or other DEED membership benefits with its members.

Flat fee of $20,900
Federal Service Contracts Owned By US Government
This category is for federal service contracts of power-related agencies of the United States government that are owned and operated by the Department of Energy. Only the federal service contract joining DEED is eligible to utilize DEED benefits. The federal service contract cannot share DEED reports, publications, software, videos, or other DEED membership benefits with its members.
