The Truckee Donner Public Utility District Board of Directors held its March and April board meetings and approved an updated energy resource contract, approved a contract to conduct a customer survey, reviewed monthly electric reliability statistics, continued capital investments in TDPUD’s electric and water system and nominated a local agency leader to represent the region in local government. 

Energy Resources Agreement with UAMPS 

California public power utility TDPUD noted that it purchases power to serve Truckee, California, through Utah Associated Municipal Power Systems.

TDPUD gets power from a variety of UAMPS sources including the Horse Butte Wind project in Idaho, as well as the Red Mesa Solar project, the Vejo Heat Recovery project and Nebo Gas plant in Utah. 

The UAMPS members also leverage resources for power purchase agreements and market purchases. One additional benefit of participating in UAMPS is the Pool Project where members combine load and resources amongst themselves to insulate from market dynamics and leverage market power. 

TDPUD has been a member of the UAMPS Pool Project since 2005, and the board took action to continue with an amended Pool Project that has been updated to reflect changes in wholesale energy markets. 

2026 TDPUD Customer Survey 

The board awarded a contract to Probolsky Research to conduct the 2026 TDPUD Customer Survey. 

The survey builds upon previous customer surveys and is designed to capture responses from a cross-section of TDPUD’s customer base, resulting in a statistically valid survey. The survey will be offered in multiple formats (phone, online, email, text and written) and will be available in English and Spanish. 

The goal of the survey methodology is to maximize accuracy and reach while minimizing bias to provide clear, actionable data to guide decision making. 

Electric Utility Monthly Reliability Metrics 

TDPUD's electric utility tracks outage data each month and presents those findings to the board. Key metrics measure how often outages occur, how long they last and how many customers are affected. Thanks to a mild winter and ongoing investments in system reliability and safety, the district recorded minimal outages in both March and April.   

Ongoing Capital Project Investments in Utility Infrastructure and Performance 

Continuing progress on its 10-year capital investment plan, TDPUD’s water department is already getting underway with its 2026 capital projects. 

This year, the water department will be taking on six major projects, and at its February meeting the board voted to approve various contracts for engineering, testing and construction services related to these investments in service reliability and safety. 

TDPUD said it continues to address aging infrastructure, regulatory mandates and opportunities to modernize the utility through the 10-year capital investment plan. 

The board took action on numerous water and electric utility projects. TDPUD works hard to balance the need to invest in the utility with impacts to affordability and our community. 

Nominating Director John Pang of Tahoe City PUD Board to ACWA-JPIA 

Both TDPUD and Tahoe City Public Utility District are members of the Association of California Water Agencies.

ACWA provides services to hundreds of publicly owned water systems across California. One service that they offer is pooled insurance through the Joint Powers Insurance Authority. 

JPIA’s board is made up of member agencies and Tahoe City PUD’s board member John Pang has been serving the greater Truckee/North Tahoe community as a JPIA board member. His term was up for reappointment and TDPUD’s board nominated board member Pang for another term.
