OMPA Meets SPP Deadline for Generation Interconnection Queue to Expand Power Plant

The Oklahoma Municipal Power Authority met the Southwest Power Pool’s deadline of Oct. 31, 2024, for the Generation Interconnection queue related to a planned expansion of the Charles D. Lamb Energy Center (CDLEC).

OMPA noted the development in the November/December 2024 issue of its newsletter, the Outlet.

OMPA was determined to meet SPP’s deadline, given that another opening to enter the queue is not anticipated until 2026, it noted.

OMPA’s request is to add 124 additional megawatts. The Authority has chosen to work with engineering and design consultant Sargent and Lundy on the project. The firm is currently working on a high-level cost estimate.

The CDLEC came online in 2015 and is a natural gas-fueled plant rated at 103 megawatts.

The plant is located in Kay County, Okla., and is entirely owned and operated by OMPA. It was designed in a way that allowed for future expansion at the time it was built, OMPA noted.

OMPA anticipates the need to add additional generation in the 2029-2030 time frame.

The Authority – along with all other power suppliers in the Southwest Power Pool – is making plans to accommodate new resource adequacy rules that are likely to force the expansion of generating resources.
