Public power leaders from across the U.S. gathered this week in Washington, D.C., for the American Public Power Association Policy Makers Council's annual fly-in.

On July 14, PMC members convened in APPA’s headquarters in Arlington, Va., where they discussed various legislative and regulatory priorities. Scott Corwin, President and CEO of APPA, participated in the meetings.

PMC members headed to Capitol Hill on July 15 to advocate for key policy priorities in meetings with their House and Senate members.

APPA’s priorities in 2026 are as follows:
•    Maintaining affordability
•    Protecting electric reliability
•    Enacting energy permitting reform
•    Mitigating the threat from wildfires
•    Supporting and strengthening FEMA

The PMC is comprised of governing officials from public power utilities, including mayors, city council members, and elected or appointed board members. More than 25 members and (10 non-PMC members who are employees of APPA members) visited D.C. to hold approximately 40 meetings.

Members of the PMC meet twice a year in Washington, D.C. and at least once a month by Zoom.

With respect to PMC officer changes, Eric Moerman, a City Council member of the public power community of Sioux Center, Iowa, is now chair. Stephanie Madden, a Lakeland, Fla., City Commissioner, is now immediate past chair.

Andy Moss, Commission President for Cedarburg Light & Water Utility, is also newly elected as second vice chair.
