California Gov. Gavin Newsom recently signed into law a bill supported by the California Municipal Utility Association that expands the definition of an eligible renewable electrical generation facility under the California Renewable Portfolio Standard to include certain facilities that convert renewable hydrogen to electricity in turbines.

Newsom signed SB 1350, which was sponsored by California State Sen. Jerry McNerney.

In a June 9, 2026, letter to California Assemblymember Cottie Petrie-Norris, Chair of the California Assembly Utilities & Energy Committee, CMUA voiced support for the bill.

“Green hydrogen is an important carbon-free energy source that can help support California’s long-term clean energy pathway, particularly as the state works to maintain reliability while integrating increasing amounts of renewable generation,” wrote Derek Dolfie, Senior Director of Energy at CMUA, in the letter.

“SB 1350 provides a framework for recognizing renewable hydrogen as a tool that can help support grid reliability, energy storage, and flexible generation while advancing the state’s clean energy goals,” Dolfie wrote.
