Michael Peters of WPPI Energy Installed as Chair

Boston, Massachusetts, July 1, 2026 – Michael Peters, president & CEO of WPPI Energy in Sun Prairie, Wisconsin was installed as chair of the American Public Power Association Board of Directors during APPA’s National Conference in Boston, Massachusetts.

Daniel Beans, electric utility director of Roseville Electric Utility in Roseville, California, is chair-elect for 2026-2027. Amy Zubaly, executive director of the Florida Municipal Electric Association in Tallahassee, Florida, is vice chair. John Haarlow, CEO & general manager of Snohomish County PUD in Everett, Washington, is immediate past chair. Bret Carroll, CEO of Conway Corporation in Conway, Arkansas, is treasurer.

Peters chose five members of the board to serve with the officers on the APPA Executive Committee. They are: Katie Abraham, executive director of the Michigan Municipal Electric Association in Lansing, Michigan; David Geschwind, executive director & CEO of the Southern Minnesota Municipal Power Agency in Rochester, Minnesota; Thomas Kent, president & CEO of Nebraska Public Power District in Columbus, Nebraska; Beatrice Limtiaco, assistant general manager, administration of Guam Power Authority in Mangilao, Guam; and Brian Solsbee, executive director of the Tennessee Municipal Electric Power Association in Brentwood, Tennessee.  

Newly elected to the APPA board this year are: Jordy Fuentes, executive director of Arizona Power Authority in Phoenix, Arizona; Dwayne Fulk, president & CEO of City Utilities of Springfield in Springfield, Missouri; John Horner, president & CEO of Easton Utilities in Easton, Maryland; Jeffrey Stewart, director of Lafayette Utility System in Lafayette, Louisiana; and John Tzimorangas, president & CEO of Energy New England in Mansfield, Massachusetts.

Three board members were re-elected to new three-year terms: Lena Wittler, CEO & general manager of Clark Public Utilities in Vancouver, Washington; Michael Wittler, CEO & general manager of Kerrville Public Utility Board in Kerrville, Texas; and Amy Zubaly, executive director of Florida Municipal Electric Association in Tallahassee, Florida.

APPA board members are chosen to represent 10 regions across the country.
