The City of Udall, Kansas, will soon begin receiving electric service through City of Winfield, Kansas, electric infrastructure under a new distribution service agreement, KPP Energy reported in its April 2026 Lightning Round newsletter. 

The agreement was approved by the KPP Board of Directors, Winfield City Commission and Udall City Council in April. 

The agreement allows KPP to continue providing wholesale power to Udall while utilizing a designated interconnection point on Winfield’s electric distribution system.

Under this arrangement, Winfield provides distribution service only, while KPP remains fully responsible for supplying power to Udall. 

“This clear separation of roles helps ensure transparency, accountability, and long term system reliability,” KPP Energy noted.

In addition to supporting reliability, the agreement provides important cost stability for the City of Udall, KPP Energy said.

Without this change, Udall’s wholesale distribution charges under Evergy were projected to increase by a factor of ten. 

By using Winfield’s existing distribution facilities under a cost-based service agreement, the communities were able to avoid a significant rate impact while maintaining high service standards. 

“This long term agreement demonstrates the value of cooperation among Kansas communities and municipal utilities. By working together, KPP, Udall and Winfield are supporting reliable, cost effective electric service while preserving local control and protecting the interests of their respective customers,” KPP Energy said.
