The Imperial Irrigation District has adopted the District’s 2026–2027 Strategic Plan, “establishing a focused, action-oriented roadmap designed to strengthen water and power reliability, modernize operations, and position the District to meet future challenges while continuing to deliver safe, affordable, and dependable service to the communities it serves,” the California public power utility said on March 9.

The two-year plan outlines 17 key initiatives organized under core strategic priorities that align District investments, operations, and workforce efforts around long-term resiliency and service excellence. 

Developed through organizational assessments, customer feedback, and analysis of regulatory, legal, and operational trends, the plan builds on progress made in previous planning cycles while preparing IID for anticipated challenges over the coming decades.

Implementation will begin immediately, with regular progress tracking and public reporting to ensure transparency, accountability, and measurable results.

“This Strategic Plan provides clear direction for the District as we continue investing in the infrastructure, systems, and people required to serve our communities reliably,” said Chairwoman Karin Eugenio. “It reinforces IID’s commitment to proactive planning, responsible stewardship, and long-term water and energy security.”

The 2026–2027 Strategic Plan advances seven core priorities:

•    Financial Resilience
•    Efficient Water Resources Management
•    Reliable and Cost-Effective Power
•    Strong Federal, State, and Regional Partnerships
•    Secure and Modern Digital Systems
•    Resilient Workforce

Together, these priorities guide IID’s efforts to modernize infrastructure, strengthen system reliability, and prepare for emerging challenges, including aging assets, technology changes, evolving regulatory requirements, and environmental pressures.

“This Strategic Plan is about leadership in the execution of the District’s mission,” said General Manager Jamie Asbury. “It aligns our priorities, our people, and our resources so IID can continue delivering reliable water and power service while preparing for the long-term challenges ahead. Over the next two years, we will implement these initiatives, measure progress, and report transparently so our customers can see results.”
