The U.S. Department of Health and Human Services’ Administration for Children and Families in late November released approximately $3.6 billion in regular block grant funding and an additional $100 million in supplemental Infrastructure Investment and Jobs Act funding to states for Low Income Home Energy Assistance Program (LIHEAP) implementation.
The $3.6 billion is approximately 90 percent of the $4.015 billion allocated for LIHEAP for Fiscal Year 2026 in the recently signed continuing resolution that funds the government through January 30.
The IIJA, signed into law in 2021, appropriated $100 million for LIHEAP in each of the next five years.
While the release of funds is a positive step, it may be one to two months before utilities are reimbursed on behalf of LIHEAP-eligible households due to the prolonged government shutdown that ended on November 12, APPA noted.
