This report gives an overview of the various considerations and aspects of hardening grid infrastructure against extreme weather events. The report also includes five case studies that review how public power utilities located in coastal and island environments have implemented various grid hardening techniques. The report and its conclusions are based in part on interviews with utility personnel and best practices released by regulators and utilities.
The utilities highlighted in this report share their firsthand experiences of how they provide safe and reliable power to the communities they serve, with each utility demonstrating varying levels of grid hardening implementation. The case studies explore the rationale behind supporting funding for these crucial projects and programs, methods for approaching mitigation efforts, community engagement strategies, and identifying potential partners in these endeavors. The case studies aim to provide actionable insights and guidance for enhancing the resilience of all public power utilities, safeguarding their future against extreme weather.
