The American Public Power Association is accepting nominations now through February 16, 2024, for six openings on the Reliable Public Power Provider Review Panel.

The RP3 program is public power’s leading practices evaluation and review for utilities based on four criteria -- reliability, safety, workforce development, and system improvement.
The RP3 Review Panel guides APPA staff in implementation of the RP3 program and provides expert peer review of public power utilities’ applications for RP3 designation.
Position requirements are as follows:
- Large System Representative: APPA member with over 30,000 customers. General understanding of reliability, safety, workforce development, and system improvement is required.
- Reliability Representative: APPA member (any size utility) with a deep understanding of reliability at public power utilities. Familiarity with reliability indices, mutual aid programs, disaster plans, and physical and cyber security is required.
- System Improvement Representative: APPA member (any size utility) with a deep understanding of work system improvement at public power utilities. Familiarity with research and development programs, demand-side management, conference networking, system maintenance and betterment, system losses, and system planning is essential.
- Transmission & Distribution Representatives (2 Seats): APPA member (any size utility) with a deep understanding of electric system planning, encompassing distribution, substation, and transmission planning, as well as resource planning at public power utilities. General understanding of reliability, safety, workforce development, and system improvement is essential.
- Workforce Development Representative: APPA member (any size utility) with a deep understanding of workforce development at public power utilities. Familiarity with conference networking, education programs, succession planning, committee memberships. This position can either be a human resources person or someone that has a firm understanding of the importance of developing employees.
Each member of the panel can serve for up to three two-year terms (for a total of six years), and is expected to attend three meetings per year, one in the spring and two in the winter.
The appointed members’ first term will begin after the Business meeting during APPA’s 2024 Engineering & Operations Conference and expire after two years in 2026 (at the Business meeting of that year).
