Public power utilities are navigating an insurance environment shaped by higher catastrophe losses and volatility, which can translate into tighter underwriting, changing terms, and affordability pressures, especially for property coverage in hazard-exposed areas.  Cost drivers like inflation and rising replacement costs, along with growing loss experience, continue to influence how coverage is priced and structured.  Many utilities are also watching risk areas such as severe weather and wildfire exposure, cyber incidents, and liability trends that can affect limits, deductibles, and overall availability.

In response, more organizations are exploring captive insurance as a way to create stability, retain and manage risk strategically, and strengthen long-term risk financing.  Join APPA’s Risk Management Working Group for a member-only webinar featuring NYPA’s experience forming a captive, including what prompted the decision, key formation considerations, benefits and lessons learned, and how they partnered with legal and accounting teams. Speaker

Andrew Negro

Andrew Negro serves as the Director of Corporate Insurance for the New York Power Authority (NYPA), the nation’s largest state public power organization. NYPA operates 17 generating facilities, more than 1,550 circuit-miles of transmission lines, the New York State Canal System, and a newly established subsidiary, the New York Renewable Energy Development Holdings Corporation.

Over the past five years, Andrew has led the management of NYPA’s comprehensive insurance program, overseeing the procurement, renewal, and placement of its diverse portfolio of policies. He specializes in aligning insurance coverage with corporate risk tolerance, mitigating complex exposures, and partnering with executive leadership to implement forward looking risk management strategies. His responsibilities also include global claims oversight and supporting enterprise risk management initiatives.

Andrew played a central role in the development and launch of the NYPA Captive Insurance Company, formed in 2023. He has hands on experience working with captive managers, outside counsel, actuaries, and regulators throughout the startup process, and continues to oversee the administration and advancement of the captive to maximize its strategic value to NYPA.
Prior to joining NYPA, Andrew spent two decades in municipal government, culminating in his service as First Deputy County Attorney for Putnam County, New York. In that capacity, he acted as principal legal counsel to the County and directed its entire insurance program. His background spans law, insurance, and the mitigation of organizational liability and risk.

Andrew also serves as a part time Justice for the Village of Brewster, New York, presiding over a broad docket of criminal and civil matters. He holds a BA in Economics from Fordham University and a Juris Doctor from Pace University School of Law, and is admitted to practice law in New York and Connecticut.
