Public Power Approves New Policy Resolutions on Low Income Energy Assistance, Cybersecurity Reporting, Clean Hydrogen

Washington, D.C., February 27, 2024 — The American Public Power Association’s Legislative & Resolutions Committee approved 13 policy resolutions during the association’s 2024 Legislative Rally. These member-sponsored resolutions will guide APPA’s advocacy efforts in 2024 and beyond.

Of note were resolutions on:

  • Support for the Low Income Home Energy Assistance Program: APPA urges Congress to adequately fund LIHEAP, up to the $5.1 billion authorized to be appropriated for the program.
  • Cybersecurity Incident Reporting for Electric Utilities: APPA advocates for a careful and deliberative approach to implementation of the Cyber Incident Reporting for Critical Infrastructure Act of 2022. This approach should harmonize with existing reporting requirements and ensure that reporting mandates are commensurate with national security risks.
  • Flexible Clean Hydrogen Credits: APPA believes that requiring energy used to produce clean hydrogen to come from new facilities would restrain the efficacy of clean hydrogen credits.
