Included in APPA’s membership are joint action agencies and state and regional associations, which are also membership organizations comprised of public power utilities. These entities are still generally not-for-profit organizations that represent a group of utilities in a certain state or region.

Joint action agencies, or JAAs, encompass organizations that are designed to leverage economies of scale and strength in numbers to give their members access to a range of operational, business, and advocacy services that might not otherwise be accessible, especially to small and medium public power utilities. State and regional associations also provide a variety of services to public power utilities, including state and federal policy advocacy, training, mutual aid coordination, engineering and energy services, and other business services.
