Snohomish County PUD Selects Amy Carstens as Chief Operating Officer

After a nation-wide recruitment search, Snohomish County PUD has selected Amy Carstens as its next Chief Operations Officer. Carstens will join the PUD on Feb. 10.

Carstens, who most recently served as Director of Corporate Strategy, Planning and Analysis for Dairyland Power Cooperative (La Crosse, Wisc.), will oversee the PUD’s operations division.

In her new role, she will manage more than 600 employees and 13 departments, including distribution and transmission construction services and engineering, substation construction and engineering, grid operations, transportation, metering, vegetation management and real estate. She will also manage the PUD’s community offices.

With more than 25 years of utility experience, Carstens brings a wealth of knowledge and expertise to her new role. Most recently Carstens, who managed a team of 100 employees and transmission assets at Dairyland Power, oversaw strategic direction and financial management of transmission line construction and maintenance, vegetation management, field and fleet operations and project management departments.

Carstens, who previously served as Strategic Planning Consultant at Integrys Energy Group and Substation Supervisor and Distribution Engineer at Wisconsin Public Service Corporation, has a Bachelor of Science in Electrical Engineering from University of Wisconsin-Platteville.

Former PUD COO Guy Payne recently left to take on the role of General Manager/Executive VP of Sierra Electric in Elephant Butte, New Mexico.
