Wisconsin public power utility Manitowoc Public Utilities recently issued a request for proposals from developers to construct an aggregate generation project consisting of 30-megawatt solar generation and 10-MW battery storage system with minimum capability of four hours.
Along with seeking proposals that will provide pricing for the 30 MW solar facility coupled with the 10-MW battery storage system interconnected with the MPU distribution system with a minimum capability of four hours, the utility is also interested in pricing for the following variations:
Variation 1: Two separate 15 MW solar facilities each coupled with a 5 MW x 4-hour battery storage system
Variation 2: 30 MW solar facility coupled with a 10 MW x 8-hour battery storage system
Variation 3: Two separate 15 MW solar facilities each coupled with a 5 MW x 8-hour battery storage system
Responsive proposals will include a well-annotated timeline for project construction and commissioning, the Sept. 27 RFP said.
MPU will consider optional proposals for an operations and maintenance agreement for the project after construction.
MPU will provide the necessary land for the project as well as the service extensions required for the project to interconnect with MPU’s distribution system.
MPU will consider proposals for an alternate purchase power agreement arrangement. Responsive alternate proposals will include a minimum twenty-five-year term, pricing, and battery storage operating parameters for MISO Energy & Operating Reserve market products (including, but not limited to: energy, regulation, spinning reserve, short-term reserve, and supplemental reserve).
