APPA is seeking nominations for Medium System and Workforce Development Representatives on the Reliable Public Power Provider (RP3) Program Review Panel. These roles can serve up to three consecutive two-year terms.

The RP3 program is APPA’s best practices evaluation and review for public power utilities based on four criteria – reliability, safety, workforce development, and system improvement.
The RP3 Review Panel guides APPA staff in implementation of the RP3 program and provides expert peer review of public power utilities’ applications for RP3 designation. Below are the eligibility criteria for these positions:

• Medium System Representative – Any official from APPA member utility with more than 5,000 customers and less than 30,000 customers. General understanding of reliability, safety, workforce development, and system improvement is required.
• Workforce Development Representative – Any official from APPA member utility, joint action agency, or state/regional association, with a deep understanding of workforce development at public power utilities. Familiarity with conference networking, education programs, succession planning, committee memberships. This position can either be a human resources person or someone that has a firm understanding of the importance of developing employees.
Each member of the panel can serve for up to three two-year terms (for a total of six years), and is expected to attend three meetings per year, one in the spring and two in the winter.
The appointed members’ first term will begin after the Business meeting during APPA’s 2026 Engineering & Operations Conference and expire after two years in 2028 (at the Business meeting of that year).
