Public Power and the Electricity Subsector Coordinating Council

The Electricity Subsector Coordinating Council, or ESCC, serves as the principal liaison between the federal government and the electric power industry on efforts to prepare for, and respond to, national-level disasters or threats to critical infrastructure. The ESCC works across the sector, including with the Electricity Information Sharing and Analysis Center (E-ISAC), to develop actions and strategies that help protect the North American energy grid and prevent a spectrum of threats from disrupting electricity service.

The ESCC includes CEOs and executives from utilities and trade association leaders representing all segments of the industry (public power, rural cooperatives, and investor-owned utilities). Through the ESCC, the industry works closely with senior administration officials from the White House, cabinet agencies, federal law enforcement, and national security organizations.

APPA’s Role on the ESCC

APPA represents the interests of public power through participation on the ESCC to:

• ensure the security and national defense of the grid;
• have adequate emergency response and preparedness; and
• have energy dominance and resource adequacy.

These are the three main priorities of the ESCC in its work with the U.S. government, but the ESCC also provides a forum to address any ad hoc or urgent issues that may be affecting certain segments of the sector or the industry as a whole.
