Southern California Public Power Authority announced the appointment of Mandip Samra as its new Board President. Samra currently serves as General Manager of Burbank Water and Power, a role she assumed in May 2024. 

“I am looking forward to collaborating with other Southern California publicly owned utilities in this role. I’ve been a member of SCPPA since 2004 and it is an honor being the SCPPA board president," Samra said.

She joined Burbank Water and Power in March 2021 as Power Resources Manager and later advanced to Assistant General Manager of Power Supply prior to her appointment as General Manager. 

Her career in the public power sector began in 2004 as a Graduate Management Intern in the Customer Relations Division of Pasadena Water and Power. 

Since then, Samra has held a range of leadership and management positions with Anaheim Public Utilities, Southern California Edison, and Pasadena Water and Power, gaining broad experience across both municipal and investor-owned utility environments. 

She holds a Bachelor’s degree in Economics from University of California, Los Angeles, a Master of Public Administration from Maxwell School of Citizenship and Public Affairs at Syracuse University, and a Master’s degree in Urban Planning from University of Southern California. 

Her professional expertise includes power supply strategy, regulatory compliance, Integrated Resource Plan management, power resource contract negotiations, transmission planning, resource committee representation, and stakeholder engagement. 

She brings a strong background in collaborative governance and regional coordination within the public power community, SCPPA noted.

Her appointment as Board President reflects SCPPA's continued commitment to experienced leadership and effective governance in support of its Members and the communities they serve, SCPPA said.
