President Trump recently invoked section 303 of the Defense Production Act (DPA) to bolster the development and manufacturing of grid infrastructure and its associated upstream supply chains.

Doing so allows the Department of Energy and other agencies to deploy existing funding under Title III of the Defense Production Act, including the $1 billion appropriated under One Big Beautiful Bill Act, to carry out this work.
In Trump’s determination, he states that “America’s aging and constrained electric grid infrastructure poses an increasing threat to national defense,” adding that the nation’s “capacity to design, produce, and deploy large-scale grid infrastructure…is dangerously limited.”
He made similar DPA determinations for LNG infrastructure/capacity, coal, large-scale energy and energy-related infrastructure and oil production.
APPA said it is seeking further information on next steps and will report back to members.
