California community choice aggregator Pioneer Community Energy and Matrix Renewables on July 1 announced the signing of a resource adequacy capacity contract that covers 22 MW of capacity from the Alamo Battery Energy Storage project, located in Kern County, California. 

The Alamo facility is expected to begin commercial operations in the first half of 2026. 

Pioneer is a community-owned, not-for-profit electricity provider serving unincorporated Placer and El Dorado counties and the incorporated areas of Auburn, Colfax, Grass Valley, Lincoln, Loomis, Nevada City, Placerville, and Rocklin.

Pioneer serves a population of nearly one million with nearly 175,000 residential and commercial meters.

The American Public Power Association offers a category of membership for community choice aggregation programs.
