California public power utility Pasadena Water and Power has released two Requests for Proposals to advance Pasadena’s goal to provide 100% carbon-free electricity by the end of 2030. 

"These initiatives represent a significant investment in the future of local, carbon-free energy and will increase deployment of clean energy resources throughout the community," an Aug. 5 news release noted.

Achieving these goals requires innovative partnerships, forward thinking solutions, and continued modernization of our utility,” said David Reyes, General Manager of Pasadena Water and Power. “The initiatives outlined in these RFPs give our community new ways to engage in advancing Pasadena’s clean energy future. Collaborative, creative partnerships are essential to PWP’s success, and we look forward to expanding opportunities that help continue to serve our community.”

The Design-Build Services for Solar and Energy Storage Installations at Select City-Owned Properties RFP has a response deadline of September 30, 2026. 

The solicitation seeks design-build solar and energy storage installations on 13 municipal properties including libraries, recreation centers, and parking lots. 

Collectively, the sites are expected to provide approximately 2.6 megawatts (MW) of clean energy capacity and are targeted for completion by June 2028. 

Another RFP for a second phase of designs and installations on 14 additional City-owned properties, representing approximately 6.1 MW of capacity, is expected to be published later this year with a targeted completion in 2029. 

PWP also expects to release additional RFPs in 2027.

PWP also invites proposals for the Clean Power Pasadena Partnership (CP3) RFP, a new, initiative opportunity for large property owners and clean energy developers to build renewable energy projects and sell the energy directly to PWP. The RFP has a response deadline of October 30, 2026. 

Projects must be at least 200 kilowatts in size and connect directly to PWP’s electric distribution system. To help reduce upfront costs, PWP will fund eligible interconnection work.

In addition to increasing Pasadena’s supply of carbon-free energy, resources built through these initiatives will strengthen local reliability by reducing PWP’s dependence on imported electricity.
