NYPA Signs MOU with U.S. Army for Energy Efficiency and Decarbonization Initiatives

The New York Power Authority on Nov. 19 announced a first-of-its-kind agreement with the United States Army. The signed Memorandum of Understanding allows NYPA and the U.S. Army to collaborate on new opportunities that advance the Army’s decarbonization initiatives at military facilities in New York State.

Under the MOU, NYPA and the Army will engage in discussions to explore undertaking energy efficiency improvements and decarbonization and resiliency measures at U.S. Army installations.

These efforts could lead to the development of on-site clean energy facilities at U.S. Army installations statewide and help the surrounding communities reduce their carbon footprint and improve energy efficiency, NYPA said.

“The Power Authority is honored to partner with the U.S. Army to explore opportunities to make some of the nation’s most critical national security assets more energy resilient and energy efficient,” said NYPA President and CEO Justin Driscoll.

Under the MOU, NYPA is authorized to provide low-cost energy, energy efficiency and conservation services and facilities that could assist the U.S. Army in future decarbonization and resiliency initiatives.

NYPA and the U.S. Army may explore collaborations that could lead to the development of on-site carbon-free generation at Fort Drum, Fort Hamilton, the United States Academy at West Point with aspirations of expanding work to the following military establishments within the state:

  • Watervliet Arsenal
  • Niagara Falls Air Reserve Base
  • Air Force Research Laboratory at Rome
  • Defense Finance Accounting Services at the former Rome Air Force Base
  • North East Air Defense Sector
  • Stewart Air National Guard Base
  • Hancock Field Air National Guard Base
  • Stratton Air National Guard Base
  • Air National Guard Base at Francis S. Gabreski Airport

“This MOU will also create opportunities for local collaborations between military and civilian entities, including veteran-owned businesses, and streamline development of an energy efficient defense corridor that could cross from Watertown to Syracuse to Rome and beyond,” NYPA said.
