The North American Electric Reliability Corporation has filed proposed reliability standards with the Federal Energy Regulatory Commission that complete the fourth and final milestone under FERC Order No. 901.
"The filings are a critical step toward NERC’s ongoing efforts to strengthen bulk power system reliability by addressing risks associated" with inverter-based resources, NERC said on Nov. 4.
These filings advance two standards development projects: Project 2025-03 – Order No. 901 Operational Studies and Project 2025-04 – Order No. 901 Planning Studies.
Together, these projects are intended to improve how IBRs are represented and evaluated in operational and planning studies, supporting more accurate assessments of grid performance as the resource mix continues to evolve, NERC noted.
The filings also build on NERC’s ongoing efforts to address Order No. 901, which directs the development of Reliability Standards to address reliability risks associated with the growing integration of IBRs.
Last November, NERC filed Milestone 3 projects, which focused on model validation, data sharing, and electromagnetic transient modeling.
"The completion of these filings reflects extensive industry engagement and technical collaboration throughout the standards development process. NERC thanks all the industry stakeholders whose contributions helped advance this important work," it said.
While these filings complete the Order No. 901 milestones, NERC’s work to support the reliable integration of IBRs continues.
"NERC remains focused on addressing emerging reliability risks through ongoing standards development, technical assessments, performance analysis, registration, and collaboration with industry stakeholders," it said.
