The Long Island Power Authority and PSEG Long Island on Oct. 1 announced the Board of Trustees’ approval of the Scope of Work for the 2027 Integrated Resource Plan, establishing the framework for the comprehensive analysis that will guide long-term electric resource planning for Long Island and the Rockaways from 2027-2039.

The approved Scope of Work outlines the key assumptions, scenarios, and analyses that will be evaluated as LIPA and PSEG Long Island consider future energy needs, system reliability, affordability, and New York State clean energy goals. 

The refined scope evaluates resource adequacy across a range of future scenarios and expands the discussion of how uncertainty will be factored into the planning process. It also considers how large electric load growth and increased electrification will affect energy needs throughout the duration of the planning horizon.

Public comments on the draft Scope of Work were submitted at the beginning of the process and were considered as the final Scope was developed. A summary of these comments was presented, while individual responses will be sent following the Board of Trustees meeting.

The IRP draft plan is expected to be available for public comment in September 2027, with a final plan to be submitted for approval to the LIPA Board of Trustees in December 2027. 

“The Integrated Resource Plan is an important tool for evaluating the choices ahead and ensuring that decisions about Long Island’s energy future are informed by rigorous analysis,” said Curt Dahl, Vice President, Power Systems Management at PSEG Long Island. “The approved Scope of Work provides a clear foundation for the analysis taking place over the coming months, and for continued engagement with our stakeholders throughout the process.”

“We are incorporating as much current data and stakeholder contributions as possible into the IRP to ensure the final plan reflects the most complete information available,” said LIPA’s Senior Vice President of Power Supply, Gary Stephenson. “Our all-of-the-above approach will help shape a practical, sustainable plan to deliver affordable, reliable, and increasingly clean energy to our customers.”

LIPA and PSEG Long Island will continue to provide updates and opportunities for public participation as the IRP progresses. 

The Long Island Power Authority is a non-profit municipal electric provider that owns the electric transmission and distribution system serving approximately 1.2 million customers across Long Island and the Rockaways.
