The JEA Board of Directors unanimously voted to appoint Jody Brooks as interim managing director and CEO as the board begins the process of selecting a successor to Vickie Cavey, the Florida public power utility reported on Sept. 25. 

Cavey retired from leading the utility after two years as CEO and more than 36 years of service to the organization. 

"We are very fortunate to have Jody Brooks for many reasons, not the least of which is her extensive knowledge of JEA,” Board Chair MG Orender said. “She has such a vast understanding of JEA operations as well as institutional knowledge.”  

Brooks has served as interim CEO since Cavey took a leave of absence July 29, while continuing in her role as chief administrative officer. She has more than 30 years of legal experience and a wealth of knowledge about JEA, federal, state and local utility regulation and Florida environmental laws. 

Brooks has served the utility in multiple leadership roles: chief administrative officer since 2024 and from 2021-23, and the utility’s first chief legal officer from 2016-19. 

Brooks thanked the board for their confidence in her leadership: “I’m grateful and humbled. We are continuing to operate business as usual.”  

The board will now begin the process of selecting a search firm to identify internal and external candidates for the permanent role.
