The City of Ruston, Louisiana, acting through its municipal electric utility, Ruston Light & Power, has issued a Request for Proposals for wholesale power supply starting June 1, 2027.
The city's existing full requirements arrangement expires May 31, 2027, and the city is seeking a successor arrangement to meet its Midcontinent Independent System Operator energy and capacity requirements.
Products requested include (i) Full Requirements Service, (ii) Energy-Only Load Following Service, (iii) Energy-only Fixed Load Shape, and (iv) Capacity-Only Block. Respondents may propose on one or more product types, and the City may award one or more contracts.
Product specifications, including delivery points and the fixed load shape quantities, are detailed in the RFP.
A Notice of Intent to Propose is due by 4:00 p.m. CDT, October 14, 2026, and proposals are due by 4:00 p.m. CST, November 10, 2026.
