David leads digital strategy, publications, multimedia design, and data analysis for the American Public Power Association. Providing executive leadership to drive APPA’s enterprise-wide digital transformation, data strategy, and member engagement initiatives, David aligns technology resources and data analysis with outreach opportunities and digital content. He enhances member engagement and optimizes digital content strategies through data-driven insights and predictive analytics. Along with the IT team, David leads future-focused broad-scale predictive analytics, artificial intelligence, and machine learning activities to better serve members and provide insights into user behavior and engagement and examine the reach of programs and services.

Prior to coming to APPA in 2008, David worked as a film critic for a number of publications, including the Village Voice, and for the University of Tennessee on web infrastructure and data initiatives.

David holds a Bachelor of Science in Communications, Cinema Studies, and Political Science, with a minor in Economics, from the University of Tennessee, and a Master of Arts in International Affairs from George Washington University.
