Doug Lyles has been named General Manager of Texas public power utility Bryan Texas Utilities, the City of Bryan said on Oct. 22.

BTU has been in a period of transition after longtime general manager Gary Miller announced his retirement this summer.

Lyles was named Interim General Manager at the time, and his interim designation is being removed. He now serves BTU customers as General Manager.

Lyles has worked in the Texas electric industry for 25 years, including the last 17 years at BTU. While at BTU, he has held the positions of Controller, Manager of Financial Planning, Chief Risk Officer, and Executive Director of Business & Customer Operations. Before joining BTU, he worked in accounting, corporate planning, corporate finance and business strategy in Houston at a retail electric provider and a power generation company.

Meagan Brown has been named Executive Director of Customer Relations for BTU. Brown has spent 12 years working for the City of Bryan in a variety of roles within the City Manager’s office, BTU Line Design and BTU Customer Operations.

In her new role, she will lead customer-focused operations and initiatives spanning customer service, communications, energy services, key accounts, distributed generation and other programs designed to enhance the customer experience.

In other city personnel changes, Alicia Kenney has served as Interim Chief Financial Officer since April 2026. The interim designation has been removed, and Kenney now leads the city’s financial teams as Chief Financial Officer while she obtains her Certified Public Accountant (CPA) designation.

In the technology space, Bill Bullock has been promoted to IT Director, and Daniel Adam has been named the Business Innovation & Applications Director.

To further enhance city facilities and special projects, Frank Clark has been promoted to Director of Special Projects and Facilities.

Finally, to further enhance the city’s focus on economic development and business retention, Lauren Hovde moves from the city’s Development Services team to the Economic Development Department, where she now works as the city’s Economic Development Coordinator.
