Grant PUD is soliciting proposals under its 2026 All-Source Request for Proposals, seeking competitive offers to supply up to 360 MW of capacity to serve a growing customer base, maintain resource adequacy, and meet its obligations under the Western Resource Adequacy Program (WRAP).

This capacity need was identified through Grant PUD's 2026 Integrated Resource Plan, approved by the Board of Commissioners on August 25, 2026, the Washington State PUD noted.

Grant PUD will consider proposals for a wide range of electric supply-side resources, with offers requested in two categories:

  • Group A – Short-Term WRAP Compliant Proposals: capacity covering the WRAP Winter 2027-2028 and Summer 2028 seasons.
  • Group B – Long-Term Proposals: power purchase agreements or ownership offers with terms of 10 to 20 years, for projects of at least 50 MW.

The Energy Authority (TEA) is assisting Grant PUD in administering this RFP. All RFP materials, registration submission forms, and the Q&A process are managed through the TEA RFP Marketplace.

Visit the TEA RFP Marketplace to register, review RFP documents, and submit a proposal: http://rfpmarketplace.teainc.org. Questions regarding the RFP must be emailed to GrantPUDRFP@teainc.org.

Grant PUD and TEA will not respond to inquiries outside of this process.
