Rudy Garza, who will become the Lower Colorado River Authority’s General Manager in July, recently received a 2026 Keystone Leadership Award from the Keystone Policy Center.

APPA President & CEO Scott Corwin, along with other energy industry officials, attended the annual awards ceremony in Washington, D.C. on June 3.

LCRA’s Board of Directors recently announced that it selected Garza as LCRA’s 12th general manager, effective July 20.

Garza joins LCRA from CPS Energy in San Antonio, Texas. Garza on June 1 delivered his notice of intent to retire from CPS Energy.
