A new Time of Use (TOU) rate will be available to Seattle City Light residential customers starting in May 2026.
“This is the first time that residential customers broadly have been on a TOU rate. We piloted the program previously,” said Jenn Strang, Media Relations Manager at the Washington State public power utility.
The TOU rate has three pricing periods:
- Peak hours (most expensive): 5 to 9 PM, Monday through Saturday (excluding observed holidays).
- Mid-peak hours (moderate pricing): 6 AM to 5 PM and 9 PM to midnight, Monday through Saturday. On Sundays and holidays, mid-peak pricing lasts all day (6 AM to midnight).
- Off-peak hours (least expensive): Midnight to 6 AM, every day.
"As we’ve been preparing to make the rate available, a big part of our work has been building new tools to support you. With the rate, we are launching an online tool called Energy Insights. This tool will help you better understand your electricity use and how the TOU rate could affect your bill. Our goal is to give you clear, simple information so you can confidently decide what works best for your household," utility said.
With this tool customers can:
• Compare the TOU rate with their current rate and sign up if they choose.
• See how energy use changes throughout the day and week.
• Explore simple ways to shift usage to potentially save money.
