President Trump on Feb. 3 signed into law a broad annual spending bill.
The House on Feb. 3 voted 217 to 214 to pass the Senate’s amended version of H.R. 7148, a broad annual spending bill that provides fiscal year 2026 funding for the Departments of Defense, Labor, Health and Human Services, Transportation, and Housing and Urban Development.
The new law also provides 14-day stop-gap funding for the Department of Homeland Security.
The HHS budget includes a slight increase in Low Income Home Energy Assistance Program (LIHEAP) funding. 90 percent of Fiscal Year 2026 appropriations for LIHEAP has already been distributed to the states.
