The Federal Energy Regulatory Commission recently issued a Notice of Public Rulemaking proposing to adopt standards developed by the North American Energy Standards Board (NAESB) to support coordination between the natural gas and electric markets.
In the NOPR, the Commission proposes to amend its regulations to incorporate by reference the modifications to the NAESB WGQ Business Practice Standards filed with the Commission on December 3, 2024 in Docket No. RM96-1-044, NAESB said on Oct. 17.
NAESB initiated development of the new and revised standards subject to the NOPR in response to Recommendation 5 of the November 7, 2023 FERC, North American Electric Reliability Corporation, and Regional Entity Staff Report – Inquiry to Bulk-Power System Operations During December 2022 Winter Storm Elliott.
Comments concerning the NOPR are due sixty days following its publication in the Federal Register.
As noted by the Commission, “[t]he revisions to the standards would improve the reliability of the interstate natural gas infrastructure to support the bulk electric system and improve communication among gas and electric market participants to enhance situational awareness during extreme cold weather events.”
