California Community Power, a joint powers authority representing nine community choice aggregators serving over 6.7 million residents and 30,000 GWh annually across California, recently issued a Request for Information for geothermal power projects as part of a broader Geothermal Strategic Initiative.
This Strategic Initiative contributes to CC Power’s "efforts to advance California’s clean energy transition and fulfill statewide procurement mandates for firm, clean resources on behalf of its CCA members," it said.
With this RFI, CC Power seeks information from developers with geothermal projects at any stage of development that can support the delivery of power within or to California to meet CC Power’s member CCAs’ Resource Adequacy, Renewable Portfolio Standard, and 24/7 clean energy goals.
Responses may lead to Memorandums of Understanding and, for more mature projects or portfolios, Power Purchase Agreements between respondents and CC Power.
The Geothermal Strategic Initiative aims to catalyze development of new geothermal capacity to serve California’s electricity demand by (i) assessing the state of geothermal development across the western United States, (ii) providing commercial and policy support for geothermal developers and technology providers, (iii) identifying and breaking down barriers to development within California, and (iv) pursuing viable contracting opportunities from geothermal projects today, while (v) building a path to more geothermal development within California that supports the state’s goals of creating jobs and investment while meeting long-term clean energy and reliability procurement targets.
CC Power said it has identified that insufficient new geothermal development is taking place within California at this time, and thus seeks to support the expansion of geothermal activities from neighboring states into California, "to take advantage of the state’s tremendous geothermal resource potential."
As California continues to "advance its progress towards a 100% clean energy grid, it cannot rely solely upon more solar and battery storage assets, and will need to incorporate more clean, baseload power technologies such as geothermal, and other resources, to serve California residents and businesses," CC Power said.

Responses must be submitted to solicitations@cacommunitypower.org in accordance with the format detailed in the RFI Instructions posted on CC Power’s website.
Proposals should address project status, technology selection, site control, interconnection, permitting, financing, and pricing expectations.
CC Power will evaluate proposals based on development maturity, procurement needs, and alignment with policy goals.
