APPA has updated its Pole Attachment Workbook, including a new model agreement, a new rate calculator, and new engineering processes and diagrams. The new Workbook addresses significant recent changes in the federal pole attachment rules and new developments in the field during the last decade, particularly involving wireless attachments. The federal pole attachment rules do not apply directly to members of APPA, but some states incorporate the rules into state law, a few public service commissions defer to FCC interpretations and decisions, and many attaching entities invoke the rules as benchmarks of what is fair and reasonable.  So, it is important for public power utilities to understand how new federal rules work and how to respond to those seeking to take advantage of them.

In this webinar, Jim Baller and Sean Stokes of the Baller Herbst Law Group, will provide an overview of the new features of the Workbook and analyze the key legal, political, and financial issues posed by the Workbook’s model agreement, rate calculator, and engineering processes. 

This is the first in a series of two webinars on the 2014 APPA Pole Attachment Workbook. The second webinar, Understanding and Working with the APPA Pole Attachment Rate Calculator, will be held July 9, 2014, from 2 – 3:30 p.m. Eastern.
