Reliability is job number one for electric utilities: keeping the lights on. In an age of advanced grid technologies and cyber threats, the challenge is greater than ever. Public power utilities have a strong reliability record.
Reliable Public Power Provider - RP3
The APPA RP3 program recognizes utilities that demonstrate high proficiency in four areas: reliability, safety, work force development and system improvement. Criteria within each of the four RP3 areas are based upon sound business practices and recognized industry best practices. The RP3 Program shines a light on your utility for the excellent service it provides to your customers.
Bulk Electric System Reliability
APPA advocates on behalf of its members in the development and enforcement of NERC Reliability Standards. There are three main areas where comments are filed in the standard development process; comments to the NERC Standard Drafting Team during development, comments to FERC during Notice of Proposed Rulemaking (NOPR) on NERC Standards, and occasionally request for Clarification or Rehearing of a FERC Final Rule.
For information about NERC reliability standards and compliance, contact: Nathan Mitchell, Director of Electric Reliability Standards and Compliance, or 202/467-2925 or Allen Mosher, APPA Vice President of Policy Analysis and Reliability, 202/467-2944

Distribution System Reliability
APPA’s 2013 Distribution System Reliability and Operations Survey Report is now available. The survey questions are created with the intention of evaluating how public power systems provide service to their end-use customers. The resulting report provides knowledge on industry-wide practices and aspires to deliver useful figures describing other utilities methods and philosophies in many areas of utility operations.
We thank those who participated in this year’s survey. The more participants, the more practical and robust our analysis will be.
APPA's eReliability Tracker Service
The latest version of APPA's reliability software (eReliability Tracker) is finally here. Available to an unlimited number of users at your utility, eReliability Tracker will help to simplify operations decisions by providing detailed outage summary reports and mobile support for field employees. As a subscriber to this web-based software, your utility will receive an annual national reliability report based on the software data and will earn points toward its Reliable Public Power Provider (RP3) designation. In addition, eReliability Tracker has a number of advantages over Reliability Tracker 6.2, including: circuit and substation naming; simultaneous multiple users; mobile phone support; multiyear collection and data categorization; advanced outage and equipment tracking; and Joint Action Agency-level management.
