For more than three decades, Tony has been an accomplished information technology and cybersecurity leader who excels at aligning security with business priorities. He has advised Fortune 1000 clients on cybersecurity strategies in sectors ranging from manufacturing and healthcare to government, utilities and telecommunications, creating secure and resilient operating postures that enable strategic objectives and protect profitability.

A retired Army cyber leader, Tony helped establish the U.S. Army Cyber Command and the Joint Cyber Center at U.S. Northern Command before his retirement from the U.S. Army Reserve in 2017. He earned a Master of Strategic Studies from the U.S. Army War College and a Master of Science in telecommunications management from Oklahoma State University.

In his current role with Burns & McDonnell Tony specializes in assisting critical infrastructure organizations in their operational technology cyber resiliency efforts - using resilient-by-design strategies to anticipate, withstand, recover from and adapt to adverse conditions, stresses, attacks or compromises on systems and infrastructure.

Bethany Ryers, CPA, MAS, is a Principal in the Baker Tilly Energy and Utilities Team and has been with Baker Tilly since 2006. She specializes in providing auditing, accounting, and consulting services to utilities. She counts among her clients some of the largest public power systems in the United States and she has helping them with implementing the latest GASB statements. She is involved with a number of state electric, water, and wastewater organizations and is also a member of the AICPA and several state accounting associations. Bethany is co-author of the APPA Advanced Public Utility Accounting publication and is a frequent speaker at industry events.

Bryson is the Founder of SCYTHE, a start-up building a next generation attack emulation platform, and GRIMM, a cybersecurity consultancy, and Co-Founder of the ICS Village, a non-profit advancing awareness of industrial control system security. He is a Senior Fellow at the National Security Institute and an Advisor to the Army Cyber Institute. As a U.S. Army Officer, he served as a Battle Captain and Brigade Engineering Officer in support of Operation Iraqi Freedom before leaving the Army as a Captain. He was recognized as one of the Top 50 in Cyber by Business Insider, Security Executive Finalist of the Year by SC Media, and a Tech Titan in Washington DC.

Bryson received his Bachelor of Science in Computer Science with honors from the United States Military Academy at West Point. He holds a Master’s Degree in Telecommunications Management from the University of Maryland, a Master’s in Business Administration from the University of Florida, and completed graduate studies in Electrical Engineering and Computer Science at the University of Texas.

Carol Martucci is the Chief Financial Officer and Assistant Treasurer of MMWEC, the designated joint action agency for municipal utilities in MA. Over her nearly 20-year career in public power, she has managed strategic development initiatives that advance the reliability and affordability of the municipal rate base, broaden MMWEC’s service offerings, and develop mission-driven programs that connect people, processes, and innovation. Ms. Martucci also leads organizational projects that support fiscal transparency, enterprise risk management, prudent financial planning, and maximization of market value through effective market participation. She collaborates with MMWEC senior leadership to oversee power resources in the New England market, from power purchase and bi-lateral agreements to direct ownership of various fossil fuel, nuclear, hydro, solar, storage, and wind resources. She also sits on the board of the Northeast Power Coordinating Council, a not-for-profit corporation in the state of New York responsible for promoting and enhancing the reliability of the international, interconnected bulk power system in Northeastern North America.

Dan La Haye, CPA, is a Director with Baker Tilly and has been with the firm for over 13 years, serving on the energy and utilities team, and specializes in providing auditing, accounting, and consulting services to utilities around the country.

Dan’s areas of expertise include conducting financial risk assessments and internal control evaluations; preparing financial forecasts, cash flow projections and rate studies for utilities; assisting clients with implementing new Governmental Accounting Standards Board standards; and providing recommendations for process improvements and efficiencies. Dan is also involved in number of electric, water, and wastewater organizations, and is a member of AICPA and several state accounting associations.

Don Krause is a Cybersecurity Analyst at Kaukauna Utilities with more than 21 years of utility industry experience and nearly three decades in information technology. Throughout his career, he has witnessed firsthand the challenge utilities face in balancing infrastructure investments designed to last for decades with a cybersecurity landscape that changes daily.

As Chair of the Municipal Electric Utilities of Wisconsin (MEUW) Physical & Cybersecurity Working Group and a Board Member of InfraGard Wisconsin, Don is passionate about helping utilities strengthen resilience through practical governance, collaboration, and education. He is the creator of the Strategic Alliance & Assurance Framework, a people-first, directive-driven approach designed to help resource-constrained organizations build cybersecurity maturity by engaging staff, improving situational awareness, and aligning technology decisions with business objectives.

Don believes that effective cybersecurity is built through active participation, shared accountability, and a clear understanding of the business mission. His work focuses on breaking complex cybersecurity programs into smaller, mission-focused efforts that educate stakeholders, strengthen organizational awareness, and provide the assurance needed to detect deterioration quickly and respond effectively.

Em Landon serves as Vice Chief of the Texas Cyber Command, where she helps lead statewide efforts to enhance cyber readiness, strengthen resilience, and safeguard the digital infrastructure that supports Texas and its critical services. With leadership experience across government, technology, privacy, compliance, and enterprise risk, she brings a sharp, practical lens to today’s cybersecurity challenges. Before joining Texas Cyber Command, Em served as General Counsel and Chief Privacy Officer for technology startups, advising executive teams on cybersecurity, privacy, incident response, regulatory compliance, and governance. She also held senior legal and policy roles in the Texas Senate and the Office of the Attorney General of Texas, where she led statewide initiatives and advised policymakers on high-impact strategic issues.

In addition to her executive leadership, Em is a law professor at UC Berkeley School of Law. Known for translating legal, policy, and operational complexity into clear actionable strategy, Em is a thought leader on cyber governance, privacy, institutional resilience, and the legal frameworks shaping the future of cybersecurity.

Frank Almaraz is the Interim President & CEO for CPS Energy, the nation’s largest municipally owned electric and natural gas utility, overseeing an energy portfolio of over 10,000 megawatts, over $15 billion in assets, close to $4 billion in annual revenue, and a workforce of over 3,600 employees. He returned to CPS Energy in February 2026 to serve as the Chief Operating Officer, overseeing the electric and natural gas energy supply and delivery teams and was subsequently appointed Interim President & CEO.

He previously served as CEO of Braya Renewable Fuels, a private equity-backed company, and as Interim President for Young Brothers, LLC, Hawaii’s regulated inter-island freight transportation company.

As a former CPS Energy executive, Frank’s last role was Chief Power, Sustainability, and Business Development Officer. He has extensive strategic, analytical, and operational skills and success in executing plans in complex, regulated organizations.

A native of San Antonio, Frank currently serves on the board of directors of the American Gas Association and the Texas Public Power Association and previously served as a board member for the DoSeum and the San Antonio Hispanic Chamber of Commerce.

Frank holds a Bachelor of Science in Industrial Distribution from Texas A&M University, a Master of Business Administration from Southern Methodist University, and is a graduate of Rice University’s Advanced Management Program.

Fred Christie is the Chief Information Officer at Easton Utilities. He has worked in field of computer science and technology across the defense, high-tech, manufacturing, and utility sectors for the past 42 years. Fred has served as Easton Utilities’ Chief Information Officer since 2005. In addition to his leadership responsibilities, he established an IT Professional Services division that provides technology applications and services to more than 120 public utilities and private businesses throughout North America and the Caribbean.

Fred holds bachelor’s degrees in mathematics and computer science from Villanova University, a master’s degree in computer science from Johns Hopkins University, an MBA from Loyola College of Maryland, and a GIAC certification in Cybersecurity Leadership. He serves on the Villanova University Computer Science Department’s Medallion Advisory Board, the cybersecurity committee for the American Public Gas Association, and the cybersecurity working group for the Maryland Public Service Commission. Fred is also a member of the U.S. Department of Energy’s OT Defender cohort and serves on the planning committee for the Liberty Eclipse annual cybersecurity exercise.

Hannah Magoveny is a Senior Intelligence Analyst with the Electricity Information Sharing and Analysis Center (E-ISAC) and has been with the ISAC for over three years. Hannah has a background in critical infrastructure protection, previously being with the Surface Transportation, Public Transportation, and Over-the-Road Bus ISAC (ST, PT, OTRB) for several years. Hannah specializes in domestic violent extremist (DVE) monitoring, extremist ideologies and belief systems, and extremist iconography. She obtained a B.A. in both history and political science from The Pennsylvania State University and currently resides in Washington, D.C.

James Baum is the Director of Enterprise Cyber Security for Salt River Project (SRP), with over 25 years of experience in information technology and cybersecurity. He leads teams responsible for enterprise security operations, including threat monitoring, incident response, data protection, vulnerability management, and security awareness.

James has deep expertise in regulatory compliance within the energy sector, particularly NERC CIP standards. He has represented SRP in multiple regulatory audits and plays a key role in strengthening the organization’s incident response and resilience capabilities. In addition, he serves as SRP’s primary coordinator for ESCC’s Cyber Mutual Assistance program, supporting industry collaboration to enhance collective response to cyber threats.

James holds a master’s degree in Information Management from the W. P. Carey School of Business at Arizona State University and maintains multiple industry certifications.

KC currently serves as the VP Cybersecurity & Chief Information Security Officer of the Tennessee Valley Authority. KC is also designated as the Chief Artificial Intelligence Officer and the agency’s Federal Senior Intelligence Coordinator. Starting in nuclear generation, KC has spent his career in public power in various regions and has been in the industry for over twenty-five years. He has experience supporting all verticals of electric operations, from the perspectives of security, resiliency, and recovery. He is passionate about information sharing and building partnerships to enable understanding of emerging threats in this fast-changing industry. KC has previously been the chair of multiple industry groups and remains active in various security organizations and the with broader industry. KC has a degree in Computer Science and an MBA.

Kimberly Guedry serves as the Regional Director for Region 6 of the U.S. Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency (CISA). Headquartered in the Dallas-Fort Worth Metroplex, Region 6 serves public and private sector partners across Arkansas, Louisiana, New Mexico, Oklahoma, and Texas to better understand, manage, and reduce risk to cyber and physical infrastructure, building a more secure and more resilient Nation.

Prior to leading CISA Region 6, Ms. Guedry served as Director of Analytic Capability at CISA’s National Risk Management Center. Akin to Chief Information Officer, she led end-to-end building of analytic models, methods, and data and their integration into risk analysis tools to support CISA and its partners in managing cyber and physical risks to our Nation’s critical infrastructure.

A retired Captain (O6) in the U.S. Coast Guard, Ms. Guedry brings over 28 collective years of leadership experience across many areas. Her roles ranged from Commanding Officer of a Coast Guard cutter during the September 11, 2001, attacks to Deputy Incident Commander for the Deepwater Horizon oil spill efforts. She led national and international search and rescue, law enforcement, and homeland security response efforts at our country’s busiest operations center. Ms. Guedry held several positions within Department of Defense and Department of Homeland Security, including Chief of Operations at U.S. Southern Command's Crisis Action Center and U.S. Coast Guard Emergency Preparedness Liaison Officer to the Federal Emergency Management Agency. As Director of the Joint Reserve Detachment at the Defense
Innovation Unit (DIU) in Silicon Valley, Ms. Guedry led specialty reserve personnel from across all military Services in direct support of Artificial Intelligence, Autonomy, Cyber, Energy, Human Systems, and Space portfolios.

Before returning to public service, Ms. Guedry was co-founder of two startup companies, one in the AgTech industry and one in business continuity consulting. Additionally, she spent time at a global Fortune 150 telecommunications company where she was Business Information Security Officer (BISO) and Director of Business Operations.

A proud graduate of the U.S. Coast Guard Academy with a Bachelor of Science degree in Civil Engineering, Ms. Guedry earned her Master of Business Administration degree while on active duty. She holds numerous certificates from National Defense University, U.S. Naval War College, and National Incident Management
System. Ms. Guedry is a President George W. Bush Institute Scholar and a certified Project Management Professional.

Rick Olivier is the Director of Cybersecurity Advisory Sales at Eide Bailly, a top 20 CPA firm with a leading technology division that helps organizations align technology and cybersecurity with business strategy and risk management. With over 20 years of experience, Rick has led teams that have supported thousands of clients across multiple industries in developing cybersecurity programs that not only protect against threats like social engineering but also ensure compliance with evolving regulatory requirements. He holds an MBA in Strategic Leadership and is committed to helping businesses turn cybersecurity into a strategic advantage.

Scott Corwin is the President & CEO of the American Public Power Association. He previously served as executive director of the Northwest Public Power Association where he worked on behalf of utility and associate members in ten western states and British Columbia. Prior to NWPPA, he served as the executive director of the Public Power Council, advocating for public power’s access to federal power from the Bonneville Power Administration. He has held various positions in other utility organizations and in the United States Senate. Corwin has extensive experience developing and advocating for federal policy positions before Congress, executive branch agencies, industry partners, and the media. He has served on numerous industry task forces relating to power supply, has been an expert witness before Congress, and served on various charitable and community boards.

Corwin graduated from Dartmouth College, has a law degree from the University of Washington and is a member of the District of Columbia Bar Association.

Ms. Tammie Krumm is vice president of human resources and administration for Missouri River Energy Services (MRES). She joined the organization in 2017. Tammie is responsible for the overall administration, coordination, and evaluation of human resources, safety, and records management functions, policies and programs, as well as oversight of buildings and grounds.

She has more than 24 years of experience in human resources and risk management including compensation and benefits design and administration, workforce development and retention, conflict resolution, career management and development, safety and risk management, and labor relations and policy administration in both union and non-union settings.

Tammie is a current member of the American Public Power Associate (APPA), APPA Safety Committee, the Sioux Empire Human Resource Association, the Center of Energy Workforce Development, and the Society of Human Resource Management.

Tammie earned her bachelor’s degree in agricultural business from South Dakota State University in Brookings, S.D.

Taylor Nethercutt serves as a Systems Analyst II at Greenville Utilities Commission, primarily focused on the development of enterprise solutions to address system and business challenges. Her efforts have increasingly centered on the practical integration of AI tools and workflows in the utility environment.

Tertia Speiser has been with the U.S. Department of Energy since 2009, and the office of Cybersecurity, Energy Security, and Emergency Response (CESER) since 2020. At CESER, Tertia is a leader across all-hazards incident response and DOE’s emergency authorities. Based in Golden, Colorado, Tertia facilitated the establishment of the Energy Threat Analysis Center, securing funding and site selection and launching the pilot program at the National Laboratory of the Rockies. She also serves as the Region 8 Regional Coordinator to FEMA and liaison with energy industry and agency stakeholders. Prior to joining DOE, Tertia managed the Climate Advisory Services for E Source, a Boulder-based energy consulting firm. She holds a BA in International Affairs from the University of Colorado and an MS in Resource Policy and Economics from the University of Michigan.

Tim Maloney is a seasoned technology leader with over 25 years of experience architecting and implementing IT solutions across healthcare, municipal, and private sectors. For the past five years, he has served as the IT Director for both the City of Zeeland and the Zeeland Board of Public Works, where he leads strategic technology initiatives, infrastructure modernization, and cybersecurity efforts in support of essential public services.

Travis boasts over 17 years of experience in technology innovation. His journey began as an IT Director at a multinational manufacturing firm, followed by a pivotal role at an Oklahoma electric cooperative, where he enhanced network and security infrastructures, focusing on SCADA communications and smart grid initiatives. There, he also co-founded a fiber-to-the-home ISP, spearheading its initial business development and networking. Driven by a passion for cutting-edge technology, Travis excels in cybersecurity and operational technology, particularly SCADA systems. His tenure at the cooperative includes collaborating with skilled electrical engineers to develop the world's first real-time self-healing grid system. Continually seeking to simplify complex technological challenges, Travis's expertise lies in creating innovative, secure solutions.
