Lessons learned from the blackouts that hit Texas in 2011 led CPS Energy of San Antonio "to increase freeze protection and tighten up winter preparedness protocols at our power plants," the city-owned utility said yesterday. That meant that CPS Energy sold excess energy early this week, helping the state avoid rolling outages, the utility said.
