Girish Balachandran

Girish Balachandran, general manager of Alameda Municipal Power in California, has been named general manager of Riverside Public Utilities in California. He replaces David H. Wright, who announced his retirement in July. Balachandran has been the general manager of the Alameda utility since January 2007, and his last day will be Jan. 3. Prior to his tenure in Alameda, he worked in various capacities with the City of Palo Alto Utilities, including assistant director of utilities, resource management; manager, supply resources; and resource planner. He started his career as an analyst with Pasadena Water and Power, also in California, where he was awarded a Demonstration of Energy & Efficiency Developments (DEED) program grant from APPA in 1989 to work on a study about air conditioning load.

Genevieve Shiroma, director of the Sacramento Municipal Utility District in California, was elected president of the SMUD Board of Directors for a one-year term beginning in January. She was first elected to the board in 1998.

Dale Satterfield, general manager of the Laurens Commission of Public Works in South Carolina, has been named director of the Department of Public Works in Clinton, S.C. The current director, Michael J. Reddeck, retires next year.

Kerry McDuffie has been named city manager for Southport, N.C. His prior experience includes working for the North Carolina towns of Fremont and St. Pauls, the village of Tobaccoville, and completing internships with the towns of Troy and Cary.

Steve Edwards, chief operating officer of Black & Veatch in Overland Park, Kan., has been named chairman, president and CEO. Len Rodman, who has been CEO for the engineering, consulting and construction company for the past 15 years, retired after 42 years with the company.

Kent Houpe, has been named director of the Department of Electric Utilities of Statesville, N.C. Larry Cranford, the former director, retired. Houpe began working as the utility’s assistant director in 1987, and has worked for the city for 26 years.

Colleen Bradley has been named public affairs officer for the Western Area Power Administration, effective Dec. 16. She previously was an executive consultant with Murano Communications in Camas, Wash., for six years. Prior to this, she worked for Intel; Hewlett-Packard; Sempra Energy in San Diego, Calif.; and Seattle City Light in Washington.

Sandra Moorman, controller for the Sacramento Municipal Utility District in California, has been appointed to the Governmental Accounting Standards Advisory Council, representing APPA.
