Mel Levine has been elected president of the Los Angeles Board of Water and Power Commissioners in California. The board also elected Commissioner William W. Funderburk, Jr., as vice president. Levine was appointed to the board by Mayor Eric Garcetti Aug. 19 and confirmed unanimously by the city council Sept. 11. He was a member of Congress from 1983-1993. Levine was a member of the California General Assembly from 1977-1982, and was a partner at the Gibson, Dunn and Crutcher law firm from 1993-2012 where he continues to be of counsel. Funderburk is a partner at Castellon and Funderburk law firm in Los Angeles.

Melanie Krause, interim general manager and manager of business operations for Menasha Utilities in Wisconsin, has been selected by the Menasha Utilities Commission to be general manager full time. She has been with the utility for more than 15 years, and has served as the interim general manager since February. Prior to this, she served as the co-general manager of business operations for the past three years. She is on the WPPI Energy Board of Directors, the WPPI Trust Board and the Municipal Electric Utilities of Wisconsin Board of Directors.

Reginald Hardee, district information system manager for Florida’s Turnpike Enterprise, has been elected chairman of the Kissimmee Utility Authority’s five-member board, making him the first African-American to serve in the position in the Florida utility’s 28-year history. He joined the board in 2007, and has served as director, assistant secretary, secretary and vice chairman. In 2011, he was appointed to a three-year term on APPA’s Policy Makers Council. Kissimmee realtor Ethel Urbina was also sworn in as the board’s first Hispanic female director. Jeanne Van Meter was elected vice chairman; George Gant was re-elected secretary; and Kathleen Thacker was re-elected assistant secretary.

Dawn Roth Lindell has been named chief information officer for the Western Area Power Administration in Lakewood, Colo. She joins Western after working as the general manager of I.T. services for Colorado Springs Utilities, a Western customer, where she led a team of 150 employees.

Michael Deen joined the Public Power Council in Portland, Ore., as senior policy analyst. He most recently was a consultant at Regulatory and Cogenerations Services, Inc., based in Vancouver, Wash. Prior to that, he held energy-related legal positions in Portland, including time as policy analyst with the PPC, as well as an associate position at the McCullough Research consulting firm.

Jennifer Santoro joined the Peabody Municipal Light Plant in Massachusetts as community relations manager. She is treasurer of the Municipal Electric Association of Massachusetts and is a member of the Peabody Rotary Club and the Peabody Area Chamber of Commerce.
