The Brownsville Public Utilities Board in Texas and Omaha-based power developer Tenaska announced on Jan. 28 that they have entered into a development and purchase agreement for construction of a proposed 800-MW natural gas-fired electric generating station in Brownsville.

Under an agreement signed Jan. 25, BPUB would have an ownership interest in the plant that would entitle it to receive 200 MW. The municipal utility would supply water to the facility as well as provide a natural gas interconnection, under the agreement.

"Brownsville has reached a unique crossroad," said BPUB General Manager John Bruciak. "We are growing, and our power needs are growing with us."

The BPUB provides electric service to approximately 46,000 industrial, commercial and residential customers inside the city’s corporate boundaries and to the Port of Brownsville and its industrial tenants.

"We are pleased to have the Brownsville Public Utilities Board as an anchor customer for the plant," said Greg Kelly, vice president of development at Tenaska.

Tenaska said it is working to subscribe the remaining capacity of the facility.

The proposed project, the Tenaska Brownsville Generating Station, would be a clean-burning, natural gas-fueled combined-cycle power plant, Kelly said.

The plant would be built on a site of approximately 270 acres in north Brownsville. After securing the appropriate permits and contracts with customers to purchase the remainder of the power, Tenaska could begin construction as early as 2014, with completion as early as 2016.
