Emerald People’s Utility District, in Eugene, Ore., promoted Kyle Roadman to power manager. He joined Emerald in May 2010 as a financial analyst.
The Public Power Council, headquartered in Portland, Ore., and representing consumer-owned electric utilities in the Pacific Northwest, elected officers for its executive committee for 2013-14:
  • John Gerstenberger, Hood River Electric Cooperative, Odell, Ore., chairman;
  • Ed Brost, Franklin Public Utility District, Pasco, Wash., vice chair, administration and budget;
  • Ted Coates, Tacoma Public Utilities, Wash., vice chair, long-range planning;
  • Roger Gray, Eugene Water & Electric Board, Ore., vice chair, allocation/rates/contracts; and
  • Ken Sugden, Flathead Electric Cooperative, Kalispell, Mont., vice chair, fish and wildlife.
Roger VanHoy, assistant general manager of California’s Modesto Irrigation District, has been named interim general manager.
V. Lynn Evans, Peter Mahurin and Joe H. Ritch, all unanimously confirmed by the U.S. Senate as directors of the Tennessee Valley Authority board of directors, took oaths of office for terms that expire in May 2016. They are three of four newly confirmed appointees to the nine-member board. 

The Municipal Electric Systems of Oklahoma board of directors approved the appointment of Tom Rider as general manager. He formerly served as the MESO director of professional development and the executive director of the Oklahoma Gas Association. Both organizations are headquartered in Oklahoma City.
APPA added new staff members in December and January:
  • Laura D’Alessandro joined Jan. 7 as integrated media editor in the publishing department. She comes to APPA from SNL Financial, where she was a reporter covering renewable power for SNL’s energy division. Before joining SNL in 2010, Laura was a print and web editor at The Salisbury Daily Times, a Gannett community newspaper in Salisbury, Md.
  • Miriam Ellis joined Dec. 17, 2012 as engineering and operations assistant. She comes to APPA from The Choice, where she handled a variety of administrative positions, including temping in the engineering department for more than three months. In addition to administrative positions, she was a development fellow for the Women’s Campaign Fund in 2011.
  • Fallon Forbush joined Dec. 10, 2012 as communications assistant. He came to APPA from Nonprofit Staffing Solutions after temping in the communications and publishing departments for three months. He brings diverse experience in journalism and public relations to the position, including previous experience working for the Ohio Society of Certified Public Accountants, Hannah News Service, Student Health 101 and 463 Communications, LLC. He is also a professional freelance writer.
