APPA, others laud FERC for adopting new policy on incentive transmission rates

A coalition of state public utility commissions, public power utilities, rural electric cooperatives, state consumer advocates and trade associations (including APPA) sent the Federal Energy Regulatory Commission a thank you letter for its new policy on incentive rates for new transmission projects. In the Dec. 6 letter, the coalition members commended the commission for a policy statement "setting the expectation that applicants will take all reasonable steps to mitigate the risks of a project, including requesting those incentives designed to reduce the risk of a project, before seeking an incentive return on equity based on a project’s risks and challenges."

"We are confident the commission will apply its new policy statement in particular cases in a manner that indeed assures needed new transmission infrastructure investment is constructed, while still maintaining just and reasonable rates to consumers," they added.

Signatories to the letter include APPA, the American Forest & Paper Association, California Municipal Utilities Association, California Public Utilities Commission, City and County of San Francisco, Connecticut Office of Consumer Counsel, Electricity Consumers Resource Council, Indiana Utility Regulatory Commission, Maine Public Utilities Commission, Maryland Office of People’s Counsel, Modesto Irrigation District, National Association of State Utility Consumer Advocates, New England Conference of Public Utilities Commissioners, Northern California Power Agency, Old Dominion Electric Cooperative, Organization of MISO States, Pennsylvania Office of Consumer Advocate, Public Power Council, Sacramento Municipal Utility District, Maine Office of the Public Advocate, Transmission Agency of Northern California, Vermont Department of Public Service, and Vermont Public Service Board.
