Legal Seminar topics range from FERC to wind power



APPA’s 2004 Legal Seminar will take place in San Francisco, Calif. A preliminary program is posted on the Web at /files/PDFs/2004legalseminarbrochure.pdf.

The Federal Energy Regulatory Commission’s claim that it has jurisdiction over municipal utilities in some domains will be among the topics at APPA’s 2004 Legal Seminar, Nov. 7-10 in San Francisco. The seminar will take place at the Grand Hyatt.

Other topics will include:

  • Smart Moves When Facing an Energy Crisis;
  • When is a Contract Not a Contract: More Lessons From California;
  • FERC’s Alternative Dispute Resolution Practices and Procedures;
  • The Myth of the Transmission Deficit;
  • New Plant Construction Without New Source Review Permit;
  • Mercury Liability and Ways to Prevent It;
  • Legal Issues Confronting the Development of Wind Power;
  • Insurance and Liability Issues for Public Power;
  • Review of the Supreme Court’s 2003-2004 Term; and
  • Legal Ethics—Avoiding Legal and Political Landmines.

Two pre-seminar workshops will take place on Sunday, Nov. 7. Those workshops, Workplace and Employment Law for Public Power Attorneys and Understanding of and Training for Alternative Dispute Resolution, require a separate registration fee.
