APPA has updated its Pole Attachment Workbook, including a new model agreement, a new rate calculator, and new engineering processes and diagrams. The new Workbook addresses significant recent changes in the federal pole attachment rules and new developments in the field during the last decade, particularly involving wireless attachments. The federal pole attachment rules do not apply directly to members of APPA, but some states incorporate the rules into state law, a few public service commissions defer to FCC interpretations and decisions, and many attaching entities invoke the rules as benchmarks of what is fair and reasonable.  So, it is important for public power utilities to understand how new federal rules work and how to respond to those seeking to take advantage of them. 

In this webinar, Jim Baller and Sean Stokes of the Baller Herbst Law Group and Tom Unke of Baker Tilly will focus on the application and use of the Workbook’s rate calculator.  The session will provide an overview and analysis of the FCC’s revised rate calculation methodologies, the various alternatives that the rate calculator makes available to public power utilities, and the mechanics of using the rate calculator.  The webinar is intended to help utilities understand how to utilize the rate calculator and its various options.
