DEED: Customizable Weather Database Helps Utilities Handle Customers’ High-Bill Complaints

Weather data (temperatures and/or degree days) can be very useful to customer service representatives when talking to customers with high-bill complaints. However, this information is generally most easily available as summary information for completed calendar months. Recent discussions have confirmed that to be most useful this information should pertain to recently completed customer billing cycles, which do not coincide with calendar months. Also, many customer service personnel do not understand the concepts behind degree days and how to best use this information in talking to customers. While daily weather data is available on the internet any utility wanting to use this data must create and constantly update a database that contains this information.

Oklahoma Municipal Power Authority’s recently completed project created a weather database that can be customized by any utility to help customer service representatives when talking to customers about high-bill complaints. It generates a report for any billing cycle as opposed to calendar-month periods, and compares recent actual and long-term average weather data for the billing period. A user's manual and PowerPoint presentation have been developed to train customer service personnel on the use of weather data when speaking with customers.
